Australian Housing Crisis: Why the Budget Cannot Fix It Fast

Housing funding cannot deliver homes overnight. George, Charmaine, Steven and Nicky examine the supply bottlenecks the Budget leaves.

The 2026 Federal Budget contains another $2 billion for roads, water, power and sewerage needed to unlock housing projects. The new Local Infrastructure Fund is expected to support as many as 65,000 homes.

There is one important qualification: those homes are expected over 10 years.

That timeframe captures the central difficulty confronting the Australian housing crisis. Governments can announce funding immediately, but developable land, skilled workers and completed dwellings arrive far more slowly.

The target and the pipeline are moving at different speeds

The National Housing Accord aims to deliver 1.2 million homes over five years. Before the latest disruption to global energy and material markets, the National Housing Supply and Affordability Council estimated that approximately 980,000 would be completed during the period. That leaves an implied gap of about 220,000 homes.

The Budget addresses several genuine barriers. Alongside infrastructure funding, it includes $85.2 million to accelerate skills assessments for migrant tradespeople and improve the recognition of qualifications. Access to infrastructure money will also be connected to reforms intended to accelerate approvals and make more land build-ready.

These measures may improve the pipeline, but a pipeline is not supply until the homes are finished.

Construction capacity remains constrained by labour availability, project finance and input costs. The Housing Council modelled that a six per cent peak increase in construction costs could reduce completions by another 10,000 homes by mid-2029. Under a more prolonged scenario involving a 10 per cent cost increase, the reduction could reach 33,000.

This is why George Markoski argues in the episode that no single Budget can resolve the shortage. Money can remove an infrastructure bottleneck, but it cannot instantly replace a failed builder, train a qualified tradesperson or make an unviable apartment project commercially workable.

Demand can move long before supply does

The other challenge is timing. Buyer assistance and tax changes can influence purchasing decisions almost immediately. A large housing development can take years to plan, finance and complete.

The Housing Council has cautioned against relying too heavily on demand-side policies because they can place upward pressure on prices when supply cannot respond. The Budget attempts to counter this by steering future property investment incentives towards new homes. That may encourage construction, but only where projects remain financially viable and delivery capacity exists.

The episode’s case study offers a small illustration of the delay. Members Steven and Nicky Lang explain that their Pinjarra investment took about a year to construct. During that period, its estimated value rose enough to help them move towards another purchase. Their outcome is not guaranteed or representative of every project, but it shows how quickly market values can move while new supply is still being built.

For investors, the useful numbers will therefore appear after Budget night. Watch dwelling commencements, completion times, construction insolvencies and the share of approved projects that actually proceed. At the local level, compare incoming supply with population growth, rental listings and vacancy rates.

The 2026 Budget may remove some obstacles, particularly infrastructure and skills recognition. Its success should not be judged by dollars committed or homes announced, however. The decisive measure is completed housing.

Until completions begin catching up with demand, the Australian housing crisis will remain beyond the reach of any one Budget.
